Felipe Santana is a member of the Corporate Law Practice in Greenberg Traurig’s Mexico City office. He focuses his practice in capital markets, banking and financial services, corporate law, public agreements and state financing.



  • Represented Banco Nacional de Obras y Servicios Públicos, Sociedad Nacional de Crédito, Institución de Banca de Desarrollo (Banobras), as initial creditor, agent bank and collateral agent, in the financing of a simple loan agreement for MX$2,700’000,000.00 (approximately US$135 million) granted to ICA Constructora de Infraestructura, S.A. de C.V., as borrower, and ICA Constructora, S.A. de C.V., as joint and several obligor, to be used in the construction of the fourth section of the Tren Maya (which runs from Izamal to Cancun). The loan may be increased to a total amount of up to MX$4,000’000,000.00 (approx. US$200 million).
  • Representation of Banorte in the acquisition, via financial factoring, of certain collection rights arising from the early termination payments owed by the State of Yucatán in connection with the Service Provision Agreement (PPS Agreement) of the Great Mayan World Museum of Merida. The advice included representing Banorte's interests in the termination of the PPS Agreement and establishing mechanisms to carry out the complete and early payment of the financings entered into for the development of the project subject matter of the PPS Agreement.
  • Member of the team that advised Mexico’s Federal Government in the negotiation, instrumentation and execution of the first Public Private Partnership Agreement for the construction, development and commissioning of a Federal Penitentiary Center located in the State of Veracruz.°
  • Member of the team that advised Mexico’s Federal Government in the interpretation, analysis and compliance of Agreements for the Rendering of Comprehensive Capacity Prison Services, whereby certain suppliers carried out the construction and development of eight Federal Social Rehabilitation Centers.°
  • Member of the team that advised Mexico City’s Government in the implementation and structuring of an annual issuance program of trust certificates backed by Mexico’s Federal Government.°
  • Member of the team that advised the governments of various Mexican states in restructuring and/or refinancing operations of their public debt.°
