James R. Shea, Jr. focuses his practice on real estate matters, including finance, restructuring and bankruptcy matters. He represents public and private developers, contractors, and lenders in the creation, development, and financing of mixed-use and urban real estate projects throughout New England. James is experienced in public-private and transit-oriented development projects and has collaborated in the drafting of legislation to facilitate the financing of public infrastructure for economic development projects, including Chapter 40Q of the General Laws entitled "District Improvement Financing" and The Massachusetts Infrastructure Investment Incentive ("I-Cubed") Program.

  • Represented the Massachusetts Port Authority in the development of a 600-room upscale hotel at Logan Airport and in numerous development projects on Boston’s South Waterfront, including:
    • A phased, mixed use 2.5 million square foot development of a 423 room hotel, two office buildings and a shared 2,300 space underground parking garage.°
    • A 470,000-square foot corporate headquarters office building.°
    • A 550-unit apartment project that is adjacent to a 455 room upscale hotel.°
    • An upscale hotel, including a shared 520-space underground parking garage.°
    • Rehabilitation of a historic New England Building for use as a state-of-the art conference center.°
    • An intermodal cargo facility located in Boston Marine Industrial Park.°
  • Represented the Massachusetts Convention Center Authority in connection with the development of a 1.7 million-square foot Boston Convention and Exhibition Center and adjacent privately constructed and financed 790-room convention center hotel.°
  • Represented the Economic Development and Industrial Corporation of Boston in connection with the redevelopment of a 160-acre military industrial park in South Boston, a plant in Charlestown, a press facility in Fenway, and a trade building in Chinatown.°
  • Served as outside real estate counsel to the City of Somerville, including rezoning and mixed use development of a 150-acre Assembly Square District.°
  • Represented a private developer in a 20-acre site in Newton, Massachusetts, which involved negotiating a long term ground lease with the MBTA.°
  • Represented a private developer in connection with the restoration, renovation and expansion (including the addition of three stories) an 1891 residence building into an 81-room hotel located in Boston’s historic Back Bay.°
  • Represented a private developer in connection with the acquisition and complete renovation of a deteriorated hotel into a 191 room boutique hotel in Newton, Massachusetts.°
  • Served as outside real estate counsel to the Puerto Rico Highways and Transportation Authority in a joint transit oriented development of stations associated with the Authority’s $2.3 billion rail mass-transit system.°
  • Represented a private developer of a 40-acre former rail yard located on the border between Hyde Park and Dedham, including obtaining approval of subdivision plan from the Dedham Planning Board.°
  • Represented an independent power producer in the development of 80-megawatt alternate energy power projects in Utah and Pennsylvania.°
  • Completed the first ever I-Cubed public infrastructure financing in connection with Assembly Square project in Somerville and second ever in connection with Fan Pier project in South Boston.°
  • Represented Quincy City Council in connection with land disposition and proposed redevelopment of downtown Quincy.°
  • Ongoing representation of the Quincy City Council in connection with downtown development projects and the related Urban Renewal Plan.
  • Represented the City of Somerville in connection with Master Land Disposition Agreement for Union Square and the related Urban Renew Plan.
  • Ongoing representation of a private owner and developer of a 50-acre multi-family residential site located on the border between West Roxbury and South Brookline.
  • Ongoing representation of private developers in connection with the infrastructure financing of a number of major projects in the City of Boston.
