Katie L. Birchenough’s practice centers around her life-long commitment to advocacy. Katie combines her litigation background with her experience working deep within New York State government to advance the needs of her clients in and outside of state and federal courts, before the New York State executive branch and legislature, and during regulatory investigations and administrative appeals.

Katie’s diverse litigation practice includes complex commercial disputes; election law proceedings; media and First Amendment law, including defending media organizations from newsgathering and publication-related claims; tax law matters, and special proceedings.

Katie works with clients on a wide range of public policy matters including several that impact the banking and health care systems. Katie also assists clients operating in other heavily regulated fields including the energy, manufacturing, and insurance industries to effectuate their goals through legislative means.

Katie’s litigation and government practices often intersect while representing clients during government investigations, including those conducted by the New York State Attorney General and the New York State Department of Financial Services. Katie leverages her litigation skills and policy background to counsel clients through difficult audits and examinations, which often require significant document production and ongoing communication with government regulators and policymakers.

Prior to joining the firm, Katie worked for Program and Counsel at the New York State Assembly, acting as a lead negotiator and drafter of many significant pieces of legislation, including the Protection of People with Special Needs Act of 2012. She also oversaw the negotiations of New York’s Medicaid and mental hygiene budgets including the implementation of many Medicaid Redesign Team (“MRT”) proposals over several years. Katie also assisted the former New York State Law Revision Commission on the development of strategic public policy initiatives.
