Francesca focuses her practice on regulatory and litigation matters before government agencies including the U.S. Department of Energy, the Federal Energy Regulatory Commission, the Federal Trade Commission, the U.S. Department of Health and Human Services, the Colorado Department of Public Health and Environment and the U.S. Court of Appeals. Her experience includes representing parties in major interstate natural gas and petroleum pipeline hearings involving complex multiparty major rate cases, in certificate proceedings and confidential investigations before FERC involving natural gas, oil, and environmental matters, LNG licensing, tariff, and fuel proceedings. She also advises clients on ensuring compliance with regulatory requirements and regulations.

Francesca previously worked at Federal Energy Regulatory Commission in both its Office of Enforcement and in the Office of General Counsel, as well as for the El Paso Corporation. While in FERC’s Office of Enforcement, Division of Investigations she managed dozens of non-public investigations involving possible violations of the Federal Power Act, the Natural Gas Act and FERC regulations. In FERC’s Office of General Counsel she prepared draft orders and policy statements relating to the interstate transportation of natural gas and oil by pipeline. Francesca also worked as an attorney for El Paso Corporation’s Western Pipeline Group, including El Paso Natural Gas Company, Mojave Pipeline Company, Colorado Interstate Gas Company, Wyoming Interstate Company and Cheyenne Plains Gas Pipeline. While at El Paso, she represented the aforementioned interstate natural gas pipelines on all aspects of complex FERC hearings, technical and settlement conferences, compliance inquiries, and rulemaking proceedings. She was also responsible for apprising her clients as to emerging climate change and greenhouse gas emissions developments.

  • Counsel for the U.S. developer of proposed 2,100-mile pipeline system and carbon capture and storage project
  • Advise and represent utilities in the Pacific Northwest and New England seeking to navigate emerging decarbonization policies.
  • Counsel clients regarding reporting and other regulatory responsibilities concerning state Medicaid program services and reimbursement, including matters relating to their Medicaid payments and potential overpayment recoupment.
  • Represent assisted living residence clients before the Colorado Department of Public Health and Environment and State Attorney General office in administrative litigation concerning regulatory issues related to licensing and recertification matters.
  • Represent Medicaid managed care organizations in disputes with their participating network providers concerning the application of regulations relating to the payment of claims and dispute resolution regarding claim denials, including arbitration proceedings.
  • Represented major interstate natural gas pipeline in multiparty rate case proceeding before FERC.
  • Represent shippers in complaints against petroleum products pipeline alleging unjust and unreasonable cost-based and market-based rates, and unlawful extra-tariff charges
  • Counseled clients in the development, implementation and maintenance of a major energy company's corporate regulatory compliance program.
