Samantha Ferrin, Director of the Government Law & Policy Practice in Greenberg Traurig's Tallahassee office, focuses her practice on state procurements, legislative and executive branch lobbying, public policy advocacy, and the appropriations process. With more than a decade of experience working in and with state government, Samantha provided strategic political and legislative advice to two Attorneys General, two House Speakers and two Governors. Prior to joining Greenberg Traurig, Samantha most recently served as Secretary of the Florida Lottery achieving a sales record of over $7.5 billion in sales. During her time in government, Samantha oversaw the successful execution and implementation of the state’s new gaming system and oversaw the negotiation and execution of a new Instant Ticket contract. Samantha’s experience helps her effectively navigate the executive and legislative branches of government for clients with businesses in a variety of industries. Her efforts on their behalf include assistance as they adapt to Florida’s ever-changing political environment and helping to bridge gaps that may occur between their businesses and the government. In 2022, Samantha was appointed by Governor Ron DeSantis to the Alzheimer's Disease Advisory Committee.

  • Oversaw the successful negotiation and led execution of a new Instant Ticket contract valued at approximately $700 million.°
  • Oversaw the launch of the Florida Lottery’s Player’s Guide, a first in the industry guide for players to both play and win responsibly.°
  • Led the team that received the Florida Lottery’s first Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association (GFOA).°
  • Led team that three Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association (GFOA).°
  • Assisted in the re-accreditation efforts of the Florida Lottery Inspector General’s Office.°
  • Oversaw the re-accreditation efforts of the Florida Lottery Division of Security.°
  • Oversaw a fully accredited law enforcement agency.°
  • Led the Florida Lottery’s COVID-19 Response efforts.°
  • Assisted Executive Office of the Governor in Special Projects.°
  • Oversaw the Florida E-911 Board, which included disbursement of over $100 million in grants.°
  • Participated in oversight of the Joint Task Force on State Agency Law Enforcement Communications.°
  • Primary participant in Florida FirstNet Initiative.°
  • Participated in oversight of the Florida Advisory Council on Small and Minority Business Development.°
