Nicole Kintop Smith focuses her practice on public finance, infrastructure finance, and securities law matters, serving as bond counsel, disclosure counsel, bank and underwriters’ counsel in tax-exempt and taxable bond financings. Nicole has extensive experience representing cities, counties, school districts, and transportation entities in financings involving traditional tax-backed obligations as well as revenue supported obligations to fund infrastructure projects. She also represents banks that provide credit and liquidity facilities for tax-exempt financings. 

Nicole has worked on innovative and significant infrastructure projects ranging from toll roads, railways, and airports, to water and wastewater, schools, higher education, health care, affordable housing and senior living facilities. She also has experience working on real estate development projects, special district creation and other land use and economic development incentive matters. As a former real estate broker, Nicole has experience with acquisition and disposition of property and strong deal execution experience. She is also a former litigator and appellate court briefing attorney with first-chair jury trial experience.

  • Served as Bond Counsel and Disclosure Counsel on various bond issues for various entities, including large North Texas Cities and Transportation Agencies, 2012-2021, and Bond Counsel for a Water District 2019-2021.°
  • Served as Disclosure Counsel for large North Texas City in connection with various water and sewer projects, general obligation projects, and a Commercial Paper Program for its airport, 2020-2021.°
  • Served as Bank Dealer’s Counsel in connection with Commercial Paper Program for a large North Texas School District financing, 2021.°
  • Served as Underwriters’ Counsel in connection with taxable and tax-exempt financings involving a large North Texas Transportation Agency, 2020-2021.°
  • Served as Underwriters’ Counsel in connection with a taxable financing for a State Transportation Agency, 2020.°
  • Served as Underwriter’s Counsel in connection with a North Texas City’s first public offering, 2020.°
  • Served as a member of the bond counsel and disclosure counsel teams for a large North Texas Transportation Agency, primarily on all strategic refinancings with an aggregate par value over $7 billion, 2012-2019.°
