Roy Mogilanski is a Director in the New York Government Law & Policy Practice. He advises private and publicly owned companies and not-for-profit organizations on how to navigate the city’s procurement and contracting processes — with a focus on the clients’ strategic objectives and the enhancement of business opportunities.

Roy spent more than 30 years working for the City of New York. He most recently retired from city service as the Executive Director of both the Financial Information Services Agency (FISA) and the Office of Payroll Administration (OPA), where he had full development and operational responsibility for the City’s budgeting, accounting, payroll, pensions, personnel, and timekeeping computer systems.

Prior to his tenure at FISA and OPA, Roy spent nearly 20 years at the City’s Office of Management & Budget (OMB), where he was Assistant Director in charge of the Information Systems Management unit. In this role, he had oversight and budget responsibility for all New York City government information technology and telecommunications initiatives and operations. His citywide responsibilities included funding authorization, technology planning and development, procurement approvals, and contract negotiations with vendors.

Roy served as a member of the Citywide Strategic Governance Board and the Technology Steering Committee. Before assuming the Executive Director position, Roy was the Mayoral appointee to the two-person Board of Directors overseeing FISA and OPA.
