New Funding Opportunities for Health Care Providers Affected by COVID-19 Pandemic

Starting Sept. 29, 2021, health care providers across the United States affected by the COVID-19 pandemic may apply online for new funding. This includes $8.5 billion in American Rescue Plan (ARP) resources for providers who serve rural Medicaid, Children’s Health Insurance Program (CHIP), or Medicare patients, and an additional $17 billion for Provider Relief Fund (PRF) Phase 4 for a broad range of providers who can document revenue loss and expenses associated with the pandemic between July 1, 2020, and March 31, 2021. In New York, Gov. Hochul secured $19 million in federal funding through the Substance Abuse Prevention and Treatment (SAPT) Block Grant program to support prevention, treatment, and recovery providers certified by the NYS Office of Addiction Services and Supports (OASAS) with respect to workforce recruitment, retention, and strength. Funds can be used for the following:

  • Recruitment and retention: loan repayment, longevity pay, retirement, differential pay, hazard pay and hiring incentives;
  • Education: scholarships, tuition, exam, and application fees to support certifying staff, as well to retain existing Credentialed Alcoholism and Substance Abuse Counselors (CASACs), Credentialed Prevention Professionals (CPPs), Credentialed Prevention Specialists (CPSs), and Certified Recovery Peer Advocates;
  • Career Development: conference registration fees, tuition for professional development college level courses for staff, and other professional trainings, including continuing education courses for credentialed or licensed professionals, as well as for educational loan forgiveness;
  • The creation of Addiction Fellowship Programs provided by college-level nursing, physician assistant and or medical schools to support new students for the degrees in addiction, social work, or mental health programs or other programs that encourage interdisciplinary practice in the delivery of addiction services, and to collaborate with academic and policy entities to develop strategies for training staff; and
  • Other incentives to recruit, retain, and strengthen the addiction support workforce in their eligible programs.
