Greenberg Traurig Government Contracts Team Wins AFCENT Contract Award Bid Protest Before GAO

WASHINGTON, D.C. – June 1, 2017 – A Government Contracts & Project team from global law firm Greenberg Traurig, LLP recently won a bid protest before the Government Accountability Office (GAO) on behalf of its client, Legal Interpreting Services, Inc. (LIS). Shareholder Richard Moorhouse and Of Counsel Ryan C. Bradel represented LIS.

LIS was the winner of a contract competition to provide linguists to Air Force Central Command (AFCENT). The award was protested by a disappointed offeror GAO arguing that: 1) LIS’s teaming agreement with its subcontractor did not meet the solicitation requirement to be “binding”; 2) AFCENT’s technical and price evaluations were unreasonable; and 3) AFCENT’s post-award request for price reductions constituted unequal discussions. Mr. Moorhouse has more than 30 years of experience litigating procurement award and contract disputes at the federal, state, and local levels. He has extensively prosecuted and defended complex bid protest and claim matters before the U.S. Court of Federal Claims, the U.S. Government Accountability Office (GAO), the District of Columbia Contract Appeals Board, and the Armed Services Board of Contract Appeals.

Mr. Bradel is an experienced government contracts lawyer. He focuses his practice on government contracts litigation matters and has successfully represented clients before the U.S. Court of Federal Claims, the Boards of Contract Appeal, the GAO, the Small Business Administration’s Office of Hearings and Appeals, and state and federal courts.
