Bruce Giles-Klein advises on a wide range of public finance matters, including transportation, industrial development, resource recovery, airport, electric power, water and sewer, single family housing, multifamily housing, sports facility, university, health care, and traditional municipal finance, as well as the public finance aspects of tax-exempt money market funds, credit enhancement and synthetic securities. Key clients include the State of Florida, Division of Bond Finance; Florida Housing Finance Corporation; Miami-Dade County; and the Cities of Hollywood, Davie, Sunny Isles Beach and Ormond Beach.

Bruce also works on matters involving interest rate swaps and other hedging devices, as well as transportation issues at the local, state and federal level, particularly matters related to the financing of transportation infrastructure. He also counsels borrowers, lenders and underwriters on tax-exempt financings for the development of facilities for 501(c)(3) arts, educational, cultural, community and health care organizations.

  • Participated in hundreds of municipal financings as bond counsel, underwriters' or disclosure counsel, borrower's counsel, lender's counsel, credit enhancer's or liquidity provider's counsel and trustee's counsel in many states and localities.
  • Acted as bond counsel on each appropriation-backed financing undertaken by DBF for the State of Florida Department of Management Services' facilities pool revenue bond program since the inception of the program in 1986.
  • Served as bond counsel to the Florida Housing Finance Corporation and its predecessor, Florida Housing Finance Agency, on more than 70 bond issues since 1992.
  • Acts as bond counsel and special counsel to All Aboard Florida for its tax-exempt financing of certain costs attributable to its continued development of Brightline passenger train service from Miami to Orlando.
  • Served on the legal team that represented MAT Concessionaire, LLC and its sponsors on Meridiam Infrastructure Fund and Bouygues Travaux Publics, S.A.’s involvement in the Port of Miami Tunnel project, one of the first greenfield public-private partnerships in the United States.
  • Served on the legal team that represented I-4 Mobility Partners in the I-4 Ultimate Project to rebuild and improve portions of I-4 in central Florida.
  • Acted as special Florida counsel to the lenders that financed the development of the I-4/Lee Roy Selmon Expressway Connector Interchange project in Hillsborough County, Florida.
  • Served as bond counsel to Miami-Dade County Expressway Authority (MDX) from 1996 through 2010. Served as general counsel to MDX from 1996 through 2007.
  • Served as bond counsel to the Florida Turnpike Revenue Bond program of the Florida Division of Bond Finance (DBF) since 1988.
  • Served as bond counsel to DBF on financings for transportation right-of-way acquisition and bridge construction.
  • Acted as co-general counsel to the South Florida Regional Transportation Authority and acted as co-general counsel to its predecessor, the Tri-County Commuter Rail Authority (a.k.a Tri-Rail).
  • Acted as one of the primary bond counsels for Miami-Dade County, traditionally one of the largest municipal bond issuers in Florida; in this capacity has handled numerous financings for the Miami-Dade Aviation Department.
  • Served as bond counsel for the cities of Ormond Beach, Davie, Sunny Isles Beach and Hollywood.
  • Served as bond counsel to Orange County Housing Finance Authority in Orange County, Florida.
  • Served as bond counsel on tax increment financings by the city of Hollywood, Florida Community Redevelopment Agency and the City of Ormond Beach, Florida Redevelopment Agency.
  • Served as counsel on tax-exempt financings to Miami Jewish Health Systems, Inc., Greater Miami Jewish Federation, a number of Jewish Community Centers and private schools.
