"We are basically just seeing this as another modest wave of changes. The embargo is still in place. Notably the lifting that was done in these regulations for some of the trade export credits leave out agricultural goods, which is a major export, even with the embargo in place, and it just goes to highlight the trouble that we have in these expansions of the regulations but still with the embargo in place it makes it very difficult.
