David Veator

Of Counsel

David Veator represents a variety of clients with regulatory needs, including entrepreneurs with new or disruptive business models and has obtained results for clients in high-stakes settings before the Division of Insurance, the Division of Banks, Public Utilities, Professional Licensing Boards, the ABCC and other oversight bodies throughout state government. Having served in several high-ranking positions in state government, including Chief Legal Counsel to the Governor and General Counsel to two cabinet offices, David is experienced with regulatory processes including appointments, rulemakings and adjudications as well as constitutional and state finance law and has dealt extensively with ethics, public records and legislative matters.

Also, having served as General Counsel to the Executive Office of Transportation (the predecessor to MassDOT), David has worked on major transportation matters and most notably has represented state transportation agencies in high-profile P3 projects involving private investment in the construction, operation and maintenance of public assets. He is also experienced in financing avenues for important projects and served as Disclosure Counsel to MassDOT in its first Bond issue - the $2.7 billion refinancing of legacy “Big Dig” Debt. In this capacity he drafted MassDOT’s first Official Statement and is extremely knowledgeable about the Authority’s finance and capital construction programs, as well as its corporate governance.
