Mimi Brouillette focuses her practice on health care reimbursement, regulatory, and transactional matters. Mimi advises clients in Medicare and Medicaid reimbursement compliance and represents providers in appeals before the Provider Reimbursement Review Board, the Administrator of the Centers for Medicare and Medicaid Services (CMS), and in federal courts, as well as in negotiations with the U.S. Department of Health and Human Services (HHS). Mimi’s experience also involves health care regulatory and transactional matters, including mergers, acquisitions and financings; state regulatory issues including licensing, change of ownership, and CoN/DoN; survey/certification appeals; fraud & abuse/Stark law analyses; and general corporate and business planning in health care. 

A native Mandarin speaker, Mimi assists with negotiations and development of projects with Chinese and other international clients, with a focus on health care. She also has experience counseling providers and national health agencies in China, as well as the Middle East and North Africa (MENA) Region.

  • Managed regulatory health care due diligence during the acquisition and sale of health care facilities.°
  • Counseled health care facilities on Medicare and Medicaid provider enrollment.°
  • Advised freestanding emergency centers concerning state regulatory issues involved in multi-state expansion.°
  • Appealed over $1 billion of Medicare cost report claims before the Provider Reimbursement Review Board and in subsequent appeals to federal courts and the U.S. Court of Appeals for the District of Columbia Circuit.°
  • Managed Medicare reimbursement appeals for over 60 hospitals.°
  • Negotiated a $32 million settlement with HHS for its invalid rural floor budget neutrality adjustment regulations on behalf of 15 hospitals.°
  • Performed regular outside counsel services on Medicare and Medicaid compliance and reimbursement matters for hospitals and physician group practices.°
  • Advised foreign ministries of health in health care public-private partnerships and regulatory infrastructure development.°
  • Represented a Ghanaian hospital in negotiating education partnership agreements with U.S. hospitals.°
