Robert Y. Maples is experienced in the Washington, D.C. federal, state and public affairs arenas. He has also been an advocate for building pragmatic alliances to resolve major social issues and has pioneered strategies for addressing complex public affairs crises in collaborative versus confrontational contexts. He continues his advocacy of pragmatic alliances in furtherance of client/government collaborations among the Congress and federal agencies, and serves as state counsel on complex client public policy matters. He is experienced in complex problem solving in regulatory and legislative environments and his client interests have led to Food and Drug Administration (FDA) activities and cybersecurity representation.
Robert maintains a Washington presence for a consumer product manufacturer with matters before the FDA. He authors a daily FDA e-newsletter, FDA Tracker, and is active on FDA matters with daily posts and observations of FDA-related news with social media. Robert’s Twitter account, @FDA_Track, was recognized by the Regulatory Affairs Professionals Society for his FDA-related work on the "Using Twitter as a Regulatory Intelligence Tool: The 300 Accounts Worth Following" list.
At GT, Mr. Maples used his coalition expertise to help draft and lobby two reauthorizations of the Immigrant Investor EB-5 program and, drawing upon consumer product, guided passage of legislation creating first-ever law on the packaging of E-Liquid (vaping) products used in e-tobacco products and GMO labeling of food products.
Robert is experienced in dealing with FDA and non-FDA clients on cybersecurity matters, including work with a U.S. cyber client with the U.S. Army and standard-setting work with NIST, GSA and other federal agencies.
He identified private sector involvement in federal transparency legislation and created a broad sector collation called the Research Accountability Project. Robert and the RAP Coalition was instrumental in mounting a corporate sector campaign and passing the Federal Funding Accountability and Transparency Act of 2006 (Federal FAT Act, S. 2590, P.L. (109-282) in the 109th Congress. This Act revolutionized transparency in federal budgeting by empowering U.S. taxpayers with knowledge regarding federal government spending. The federal legislation spawned state-based follow-on legislation that continues today as the DATA Act. Robert was previously a Washington Representative for Phillip Morris Companies, Inc., where he negotiated the passage of the "Synar Amendment" to the 1992 Alcohol, Drug Abuse and Mental Health Administration Reorganization Act, which established the federal-state partnership in preventing the illegal sale of tobacco products to minors. Following this, he joined the Smokeless Tobacco Council (STC) where he pioneered the industry’s responsible tobacco retailing program with the Council’s initiation of the "Under 18 - No Tobacco" campaign. He also holds a U.S. Trademark for his innovative responsible retailing efforts with the Compliance thru Collaboration® program. Robert also led numerous federal legislative campaigns aimed at protecting the competitive rights and interests of the STC’s membership.
While at the STC, Robert managed and oversaw a national lobbying organization. His efforts were instrumental in getting state legislation passed and defeating numerous attempts to impinge upon the competitive interests of his group’s membership.
