Greenberg Traurig Expands Health Care & FDA Practice, Adds Former HHS CMS Litigator Andrew Tsui

WASHINGTON, D.C. — Nov. 24, 2020 Global law firm Greenberg Traurig, LLP has once again expanded its Health Care & FDA Practice with the addition of Andrew Tsui in the firm’s Washington, D.C. office as Of Counsel. For more than a decade, Tsui served as a litigation attorney at the U.S. Department of Health and Human Services (HHS), Office of the General Counsel, Centers for Medicare & Medicaid Services (CMS) Division. Tsui advises key stakeholders in the health care, biopharmaceutical, medical device, and pharmaceutical industries.

As former lead agency counsel, Tsui has defended CMS, HHS, Office of Medicare Hearings and Appeals, and Center for Consumer Information and Insurance Oversight rules and regulations across a wide array of national litigation. Tsui helps support the regulatory aspects of clients’ innovation and research and development, as well address and mitigate any possible future litigation actions.

Tsui draws on his deep experience in government litigation, policymaking, and private practice to advise and represent healthcare clients on complex matters arising under the Affordable Care Act and in the Medicare regulatory environment. His practice focuses on navigating compliance matters affecting Medicare and Medicaid reimbursement for health care delivery systems, payers, physician groups, and biopharmaceutical and medical device companies. Tsui also provides counsel on new and alternative payment models, healthcare mergers and acquisitions, and litigation.

In addition to his service at CMS from 2008-2019, Tsui served as a Special Assistant U.S. Attorney in the U.S. District Court for the District of Columbia, a Policy Analyst at the CMS Center for Medicare & Medicaid Innovation (CMMI), 2012-2013. Most recently, Tsui was an attorney at Olsson Frank Weeda Terman Matz, PC.

Tsui received his J.D. from the University of North Carolina School of Law; his M.P.H. from the University of North Carolina Gillings School of Global Public Health; and his B.A. from Wesleyan University, with high honors. He is admitted to practice in New York. His practice is limited to federal health care practice and is not admitted in the District of Columbia.
