Lucia A. Dougherty is Co-Chair of the Land Development & Zoning Practice of the Miami office and has wide-ranging experience as a land use and zoning attorney in Miami-Dade County. Lucia represents major developers in securing governmental approvals for large-scale residential, commercial, mixed use, and/or retail projects before various municipal and county governments. Lucia was named the "Empress of the Skyline" by South Florida CEO because of her representation of numerous high-rise projects in Miami and Miami Beach. Lucia also represents clients seeking Certificates of Appropriateness for the development of historic properties or development within historic districts. She has experience in securing liquor licenses, real property tax appeals, procurement matters and bid protests, special area plans, and various other government related approvals. Lucia has served as the legal counsel to the Greater Miami Convention and Visitors Bureau since 1988, and was the Chairman of the Miami Beach Chamber of Commerce and the Archbishop's and Charities Drive for Dade County.

  • Represented many historic preservation developers such as the late Gianni Versace in his conversion of the historic Amsterdam Palace on Ocean Drive to a residence; Ian Schrager in the preservation and renovation of the historic Delano Hotel on Collins Avenue, Karim Maseri in the Astor renovation; Jonathan Breen in the construction of a new addition to the Sasson Hotel (Setai Condominium) and Chris Blackwell (Island Trading) in the restoration of the Leslie, Marlin and Tides hotels.

  • Represented Bell Helicopter in contested bid dispute in Miami-Dade County.

  • Represented Sarmiento Advertising in obtaining the bus bench contract for the City of Miami.
  • Represented City Solutions in obtaining modular news racks in the City of Miami.
  • Represented FUEL and worldwide push in the establishment of an outdoor advertising mural program in the City of Miami.

  • Member of Greenberg Traurig team that represented MAT Concessionaire, LLC and its sponsors, Meridiam Infrastructure Fund and Bouygues Travaux Publics, S.A., in the Port of Miami Tunnel project, one of the first greenfield public-private partnerships in the United States.
