  • Susan is a former Associate Judge of the New York State Court of Appeals, the state’s highest court. Susan was nominated and confirmed to the court in 2003, and served 12 years on the appellate bench.
  • In 1995, Susan became Deputy Counsel to Governor George E. Pataki. She was nominated and confirmed to an unexpired term as a judge of the New York State Court of Claims in 1998, and to a full term in 1999, when she was designated Presiding Judge.
  • During her tenure on the Court of Appeals, Susan authored signed majority opinions addressing novel issues of employment and labor law, including at-will employment and telecommuting; insurance law, including coverage of mental disabilities; conversion of a not-for-profit insurer to a for-profit corporation; tax law, including the constitutionality of New York's “convenience of the employer” test; criminal law; and commercial law, including issues related to liquidated damages, the in pari delicto doctrine, and residential mortgage-backed securities.
  • She also authored dissents addressing such topics as school funding, consequential damages, and the accrual of the statute of limitations in suits against the State.
  • Past experience prior to her judicial service includes: Partner, Bond, Schoeneck & King, 1988-1994; In-house counsel, General Electric Co. (1977-1988; Chief Environmental Counsel, nationwide, 1980-1985); Assistant Counsel, State University of New York, 1974-1977. As a practicing attorney prior to her judicial service, Susan counseled clients on commercial matters and transactions and antitrust compliance, and represented clients in grievance arbitrations and discrimination actions. In addition, she supervised environmental litigation and negotiations with the U.S. Environmental Protection Agency and various state environmental agencies.
