The Transportation Research Forum is an independent organization of transportation professionals. The annual President’s Award recognizes an individual in transportation who has made significant contributions to the practice of transportation management, operations, planning, finance, public policy and other professional areas of endeavor. Individuals selected for the award have exhibited leadership and innovation on a regional or national scale that resulted in improving the mobility of freight and/or people. Prior award recipients include Keith Parker, Jeff Morales, Norman Mineta, Congressman John L. Mica, Don Schneider, Fred Smith, Daniel O’Neal, Herb Kelleher, and Darius W. Gaskins, Jr.

Washingtonian magazine twice gave Skinner its highest ranking for his performance as Secretary of Transportation and he has also received numerous awards from the transportation industry. He previously served as Chairman of the Regional Transportation Authority (RTA) of northeastern Illinois, the nation's second largest mass transportation district. He also served as President of Commonwealth Edison Company and its holding company Unicom Corporation (now Exelon). Prior to joining Commonwealth Edison, Skinner served as Chief of Staff to President George H. W. Bush.
