Joe Bartlett advises clients on national security, defense, technology, trade and export controls, and industrial and supply chain matters, drawing on his service as Deputy Under Secretary of Commerce for Industry and Security. In that role, he oversaw the Bureau of Industry and Security’s (BIS) policy and operations related to U.S. export control regulations, trade in dual-use technologies, and various industrial base policies. His background positions him to help clients navigating the intersection of trade and industrial policy, emerging technology, and national security and foreign policy.
Before his appointment as Deputy Under Secretary, Joe served as Director of Legislative Affairs at BIS, giving him insight into how export control policy is shaped through the interplay of executive action and congressional oversight. He brings a practical understanding of how regulatory priorities are developed, communicated, and implemented across government stakeholders. This dual perspective allows him to help clients anticipate policy and regulatory shifts and engage effectively with policymakers in both branches of the U.S. Government.
Joe's earlier career includes nearly eight years on Capitol Hill, where he held progressively senior roles on the House Armed Services Committee and in member offices focused on defense, intelligence, foreign affairs, and trade policy. He served as a Professional Staff Member on the Intelligence and Special Operations Subcommittee and as National Security Advisor to a senior member of both the Armed Services Committee and the Permanent Select Committee on Intelligence. He also spent more than a year directing federal policy efforts for a leading American autonomous drone manufacturer, giving him firsthand understanding of how technology companies navigate federal policy and government procurement frameworks.
Joe holds an M.A. in Defense and Strategic Studies from the U.S. Naval War College and completed coursework in Strategic Intelligence in Special Operations at the National Intelligence University. He is currently a Term Member at the Council on Foreign Relations, was previously a Non-Resident Fellow with the Irregular Warfare Institute, and has completed several additional fellowships with various Washington D.C. think tanks. His academic and professional credentials reflect deep fluency in the national security, defense, and technology sectors he now serves.
