Angela F. Benjamin is an experienced trial lawyer who focuses on complex commercial litigation. She draws on her background as a former government attorney, having represented Miami-Dade and Broward Counties in state and federal courts on matters involving airports, seaports, water and sewer departments, and various county agencies. Her practice encompasses complex litigation, multimillion-dollar construction defect cases, delay claims, contract disputes, and intergovernmental matters. Prior to working in government, Angela began her career at an international law firm.
In addition to her litigation experience, she also has experience negotiating and drafting various construction and real estate-related project contracts, including construction management agreements, leases, and operating agreements for major facilities.
Angela is active in the Miami-Dade Florida Association for Women Lawyers (MDFAWL), where she served as president for 2024-2025 and currently serves as immediate past-president.

Experience
- Conducted a 30-plus-day final hearing in complex arbitration involving more than $34 million claim for delays associated with construction of the new Miami-Dade Justice Center, resulting in partial victory (currently on appeal).°
- Defended a complex construction litigation case in which the contractor sought $4 million from Miami-Dade County.°
- Defended Miami-Dade County in an administrative proceeding seeking $2 million for the termination of a general contractor over improvements being made to the Culmer/Overtown Neighborhood Center.°
- Represented Miami-Dade County seeking to recover more than $6 million spent to clean up a raw sewage spill outside the North Dade Justice Center.°
- Represented Miami-Dade County during the COVID-19 crisis, including defending Miami-Dade County’s curfew resulting in an emergency appeal to the 3rd DCA following suspension of Miami-Dade County’s curfew by the trial court resulting in reversal in favor of the county, and drafting and assisting to draft emergency executive orders issued by the mayor’s office.°
- Led complex litigation cases, including a construction defect case to verdict resulting in $14 million being awarded to Broward County, dismissal of a construction delay case due to failure to exhaust administrative remedies, settlement of a case seeking injunctive relief, declaratory judgment and contractual damages over a more than 30 year contract between Broward County and a local museum, and settlement of an intergovernmental dispute over land rights to a property known as the Wedge.°
- Represented both Broward County and Miami-Dade County in litigation against the state of Florida over statutory penalties associated with the state’s field preemption of gun legislation, resulting in success at the trial court which was overturned on appeal at the First District Court of Appeal and the Florida Supreme Court.°
- Drafted and negotiated various contracts, including construction management agreements, the operating agreement for the Broward County Civic Arena where the Florida Panthers play, and an amendment to the sludge disposal agreement with Waste Management, Inc.°
- Second chaired a jury trial in a contractual dispute between two brothers over joint properties valued at more than $14 million, resulting in victory for the plaintiff (client).°
