Michael R. McGinnis is Co-Managing Shareholder of the Denver office and focuses his practice on complex municipal and public finance matters and commercial transactions. He represents clients as bond counsel, disclosure counsel, underwriter's counsel, letter of credit bank counsel, purchaser's counsel, trustee's counsel and borrower's counsel. Michael serves as disclosure and underwriter's counsel in connection with the issuance of special district general obligation and revenue bonds, general airport revenue bonds, airport special facilities bonds, and revenue bonds for public utilities. He also serves as counsel to a public private partnership (P3) concessionaire. In addition, Michael is experienced with financings for toll roads, public utilities, educational institutions, water authorities, states, counties, and municipalities. He is also experienced in implementing and developing legal structures and strategies for transportation authorities, special tax districts, and other governmental agencies.

  • Acted as bond counsel in connection with the issuance by Vista Ridge Metropolitan District of its (i) $33,415,000 General Obligation Refunding Bonds Series 2016A, (ii) $3,785,000 Taxable
  • General Obligation Bonds Series 2016B, (iii) $2,750,000 Revenue Refunding Bonds Series 2016, and (iv) $1,000,000 Promissory Note Series 2016.
  • Acted as underwriter’s counsel in connection with the issuance of $163,480,000 Refunding and Improvement Certificates of Participation, Series 2015 Evidencing Undivided Interests in the
  • Right to Receive Certain Revenues Payable by Adams County, Colorado under a Lease Purchase Agreement.
  • Acted as bond counsel in connection with the South Sloans Lake Metropolitan District No. 2 (City and County of Denver, Colorado) Loan Agreement, dated February 17, 2016 and Related
  • Promissory Note in the Aggregate Principal Amount of $15,000,000.
  • Acted as bond counsel in connection with the issuance by the Sterling Ranch Community Authority Board of its (i) $21,500,000 Limited Tax Supported Revenue Senior Bonds Series 2015A, and (ii) $2,090,000 Limited Tax Supported Revenue Subordinate Bonds Series 2015B.
