Lauren E. Barker

Lauren E. Barker advises community health centers, primary care clinics, and clinic consortia on the regulatory and compliance challenges unique to safety-net health care providers. She regularly counsels Federally Qualified Health Centers on participation in federal health care programs, facilities licensure and enrollment, HIPAA compliance, payor contracts, audits, overpayment investigations, and the impact of new and potential legislative changes. Her deep focus on the regulatory framework governing community health clinics allows her to guide clients through complex compliance obligations while supporting their operational and strategic goals.

Lauren also counsels clients on telehealth regulations, patient privacy, 340B Program requirements, mergers, acquisitions, and dissolution matters. She is a frequent speaker at California Primary Care Association conferences on topics including clinic licensing, enrollment pitfalls, and regulatory compliance, and has published on primary care clinic licensing in California Health Law News. Lauren received her J.D. from Loyola Law School in Los Angeles.
