Albert A. del Castillo focuses his practice on public finance law, with an emphasis on bond issues throughout the state of Florida and Puerto Rico. Albert has served clients as bond counsel, underwriters’ counsel and disclosure counsel in a variety of issues, including general obligation, infrastructure, airport, electric, water and sewer, health care, education, resource recovery, sports facilities, special assessment, insurance assessment, community development district, and industrial development financing. He has also served as letter of credit bank counsel and as trustee’s counsel.

Albert has served as bond counsel in highly innovative and complex bond financings, including the representation of Broward County, FL, in its $622 million airport revenue bonds for Fort Lauderdale-Hollywood International Airport, which was selected by The Bond Buyer as the 2012 Southeast Region "Deal of the Year." In 2006, he represented a client in a $3.05 billion financing, which at the time was Florida’s largest new-money municipal bond issue. In 2004, Albert represented the same client in a $750 million financing which was selected by The Bond Buyer as the 2004 National "Deal of the Year."

Experience

  • Played a primary role in authoring legislative amendments that permitted a city to issue more than US$472 million in special insurance assessment revenue bonds and served as bond counsel on the subsequent bond issue in the aftermath of Hurricane Andrew.
  • Served as special counsel to the Florida Residential Property and Casualty Joint Underwriting Association (JUA) in connection with US$1.5 billion line of credit financing that provided liquidity funding to the JUA, a statutorily created property and casualty insurer of last resort in the state of Florida and represented JUA in connection with multiple renewals of the line of credit.°
  • Served as bond counsel for US$500 million of taxable corporate notes issued by the JUA.°
  • Served as special counsel, including assistance in drafting the necessary implementing legislation, in connection with the combination of the JUA and the Florida Windstorm Underwriting Association into a new entity.°
  • Served as bond counsel on more than US$14.0 billion of insurance assessment and premium-backed bonds issued by a client, including a US$3.05 billion financing, which at the time was Florida’s largest new-money municipal bond issue.°
  • Served as bond counsel on more than US$3.8 billion of senior notes issued by the Government Development Bank for Puerto Rico.°
  • Served as bond counsel on more than US$4.5 billion of tax and revenue anticipation notes issued by the Commonwealth of Puerto Rico.°
  • Served as bond counsel on more than US$3.4 billion of general obligation new money and refunding bonds issued by the Commonwealth of Puerto Rico.°
  • Served as bond counsel on more than US$4.5 billion of power revenue and power revenue refunding bonds issued by the Puerto Rico Electric Power Authority.°
  • Served as bond counsel on approximately US$1.5 billion of transportation revenue and revenue refunding bonds issued by the Puerto Rico Highways and Transportation Authority.°
  • Served as bond counsel on more than US$2.3 billion of revenue and revenue refunding bonds issued by the Puerto Rico Public Buildings Authority.°
  • Served as bond counsel on more than US$385 million in revenue and revenue refunding bonds issued by the Puerto Rico Industrial, Tourist, Educational, Medical and Environmental Control Facilities Financing Authority for multiple higher education, health care and other projects.°
  • Served as bond counsel on more than US$2.0 billion in airport system revenue and revenue refunding bonds/passenger facilities charges convertible lien bonds issued by Broward County, Florida.°
  • Served as bond counsel on more than US$1.05 billion of general obligation, revenue and special obligation bonds issued by the City of Fort Lauderdale, Florida for various types of projects and for refunding purposes.°
  • Served as bond counsel and disclosure counsel on more than US$850 million of general obligation, limited ad valorem, revenue and special obligation bonds issued by the City of Miami, Florida for various types of projects and for refunding purposes.°
  • Served as bond counsel and disclosure counsel on more than US$1.1 billion of general obligation, revenue, special obligation and special assessment bonds issued by the City of Port St. Lucie, Florida for various types of projects and/or for refunding purposes.°
  • Served as bond counsel on more than US$1.2 billion of hospital revenue and revenue refunding bonds issued by the South Broward Hospital District in Florida.°
  • Served as bond counsel or underwriters counsel on more than 50 Florida community development district special assessment bond financings.°
