Greenberg Traurig Part of Consortium Winning Bid on GDOT I-285/I-20 East Interchange Design-Build-Finance Project

ATLANTA – April 29, 2022 – A bond counsel proposal from global law firm Greenberg Traurig, LLP was awarded the Georgia Department of Transportation (GDOT) I-20/I-285 East Interchange Design-Build-Finance (DBF) project as part of a team led by a consortium with Walsh Construction Group. The consortium, East Interchange Builders, includes Walsh Construction Group (guarantor), a joint venture of Archer Western (a Walsh subsidiary) and E.R. Snell, and Infrastructure Consulting and Engineering as lead engineer.

The consortium received the highest scores for its technical and financial proposals, over the two other teams vying for the project, according to the members of the State Transportation Board. The board voted to approve the consortium as preferred bidder, on the recommendation of its Public-Private Partnership (P3) Steering Committee. The East Interchange Builders submitted a proposal to build the project for a DBF contract sum of $685.5 million. GDOT will now enter negotiations with the consortium for the final project agreement. The financing structure proposed was based on the successful structure developed with Greenberg Traurig’s assistance for an earlier Georgia Transportation P3 project.

The Greenberg Traurig team was led by Tax Shareholder Vanessa Albert Lowry in Philadelphia and Public Finance & Infrastructure Shareholder Franklin D.R. Jones, Jr. in Houston.
