Jorge Rivera Agosto focuses his practice on health care law, with an emphasis on regulatory, policy, and compliance matters. He represents health care industry clients, leveraging his deep experience in state government and the private sector to help clients navigate New York’s complex legislative and regulatory landscape.

Jorge has wide-ranging experience in governmental affairs and health policy during his tenure at the New York State Senate. He has advised on the drafting and analysis of health care legislation, served as a lead negotiator on key health care matters during state budget and end-of-session negotiations, and collaborated with numerous state and federal agencies on behalf of the Senate. His work has encompassed a broad portfolio, including matters related to health care, insurance, mental health, disabilities, and substance use.

His governmental experience is complemented by his perspective from the insurance and hospitals sectors, where he advised senior officials on clinical pharmacy operations, general hospital operations, and complex ethical-legal matters.

In addition to his practice, Jorge is an Adjunct Assistant Professor at New York Medical College and Hofstra Northwell School of Nursing, where he teaches graduate-level courses on public health law and health care ethics.
