Jorge Rivera Agosto focuses his practice on health care and regulatory compliance. He represents health care industry clients and provides recommendations on health regulatory and policy matters. His experience includes negotiating health care matters during the state budget on behalf of the New York State Senate, reviewing, drafting, and amending legislative bills, and collaborating with federal and state agencies to inform the Senate’s legislative agenda. In addition to his legislative work, Jorge handles matters involving clinical ethics, patient care, end-of-life issues, and privacy concerns. He also holds several teaching appointments for clinical ethics and public health law courses.
Jorge recently served as special advisor to the Medicaid Director at the New York State Department of Health. Previously, he was Assistant Deputy Counsel for the New York State Senate, where he oversaw a team monitoring legislation related to health, mental health, disabilities, substance use, women’s health issues, and insurance.
As Lead Regulatory Operations Specialist at EmblemHealth, Jorge advised on regulatory and compliance issues for clinical pharmacy operations. He developed policies, monitored financial reports and operational agreements, and prepared submissions for regulators. Jorge also has experience with hospital matters and personal injury litigation.
