Kathryne (Kate) Dickerson is a communications and space regulatory attorney with nearly two decades of experience representing clients before the Federal Communications Commission (FCC), the National Telecommunications and Information Administration (NTIA), the Department of Commerce, and other federal and international regulators. She advises satellite operators, earth station operators, novel space companies, broadcasters, and technology companies on spectrum, licensing, regulatory compliance, regulatory advocacy (e.g., rulemaking proceedings) and transactional matters, including assignments and transfers of control.
Kate regularly represents satellite operators before the FCC, including obtaining Supplemental Coverage from Space (SCS) authorization for direct-to-device (D2D) satellite systems, securing modifications to existing satellite licenses and authorizations, and obtaining U.S. market access for foreign-licensed systems. She advises novel and emerging space operators on developing and implementing FCC licensing strategies, including navigating new or evolving regulatory frameworks and obtaining the FCC authority necessary to deploy and operate their systems. Kate also advises clients on the FCC’s new Part 100 licensing framework, helping clients assess and navigate the new standardized licensing, certification, and registration processes.
Kate represents clients in FCC rulemaking proceedings and enforcement matters, where she develops and executes advocacy strategies to shape regulatory policy and pursue favorable outcomes for her clients. She has wide-ranging experience developing advocacy strategies for clients operating in emerging sectors where regulatory frameworks are evolving alongside the underlying technology.
Kate also advises commercial and noncommercial broadcasters on a broad range of FCC regulatory matters, including assignments, transfers of control, content and technical rules, enforcement, and transactional and contractual issues. Her combination of substantive regulatory knowledge and experience before the FCC enables her to help clients navigate complex regulatory processes and pursue practical results in rapidly evolving communications and space markets.

- Obtained FCC authorization and subsequent modifications and amendments for an operator of a large commercial NGSO satellite constellations to provide direct-to-device connectivity to consumer and other terrestrial wireless devices through Supplemental Coverage from Space (SCS) arrangements with U.S. wireless carriers.
- Obtained an FCC license for a commercial in-space servicing company to operate a spacecraft designed to provide on-orbit servicing and other proximity operations, securing regulatory authority for a novel space activity not addressed by traditional satellite licensing frameworks.
- Representing a non-U.S.-licensed NGSO satellite operator in seeking U.S. Market Access for a constellation providing synthetic aperture radar (SAR) capabilities, including navigating U.S. regulatory requirements for a foreign-licensed constellation and addressing spectrum, licensing, and operational considerations associated with the system.
- Advised a leading global satellite operator on the FCC’s Lower C-band spectrum auction, including issues relating to the auction of spectrum used by satellite systems and the protection, transition, and valuation of incumbent satellite spectrum rights.°
- Represented Nexstar Media Group in obtaining FCC approval for its $7.2 billion acquisition of Tribune Media Company, creating the country’s largest local television broadcaster and media company.°
