Anastasia Kastelskaya is a construction and projects lawyer based in Dubai. She advises sponsors, developers, government-owned entities, general contractors, and bidding consortia on major projects in conventional and renewable power, nuclear energy, water, transportation (roads, rail, airports), mining, industrial, health care, commercial, and residential sectors. Anastasia supports clients throughout the project lifecycle, including structuring and tendering, drafting and negotiating contracts, implementation, and construction claims.
Anastasia was at a major global law firm in Moscow before relocating to Dubai in 2022, where she has been based ever since, before joining Greenberg Traurig. Prior to that, she worked in an Italian oil and gas contractor, where she focused on LNG projects, before returning to private practice in June 2013.

- Represented lenders to the successful bidding consortium for the Tanajib Camp Complex Expansion and Refurbishment project, procured by Saudi Aramco in the Kingdom of Saudi Arabia.°

- Represented lenders to the successful bidding consortium, led by ACWA Power, on the US$1.2 billion Taweelah desalination IWP in Abu Dhabi.°
- Advised a Saudi developer on the construction and maintenance of multiple new data centers to be developed in the Kingdom of Saudi Arabia.°
- Represented a bidding consortium in their bid for Repdo Round 6 Solar and Wind IPPs with total capacity 4,500 MW, procured by the Saudi Power Procurement Company (SPPC).°
- Represented one of the bidders in their bid for Repdo Round 5 Solar IPPs procured by the Saudi Power Procurement Company (SPPC).°
- Represented lenders to the successful consortium on a US$2 billion desalination and water transmission pipeline project procured by ADNOC.°
- Advised lenders supporting a consortium of bidders on the Riyadh – Qassim IWTP supplying water to Riyadh and Qassim regions and its related governorates with 685,000 m3 per day of potable water (procured by SWPC).°

- Advising Mubadala on a suite of agreements for a standout project in Maryah Island, Abu-Dhabi (including design, construction, cost management and project management agreements).°
- Represented IRC Limited on a Chinese contractor’s construction an iron ore processing plant at Kimkan and Sutar deposits in Russian Far East, including advising on implementation of the EPC contract.°
- Represented Russian state nuclear corporation Rosatom and its subsidiaries on international projects for the construction of nuclear power plants in Egypt, Bangladesh, India, Hungary, China, and Belarus, providing advice on real estate, design, construction, corporate, commercial, and regulatory issues.°
- Represented the Italian-Turkish JV IC Ictas-Astaldi as the general contractor on the implementation of two PPPAs for the extension of Pulkovo International Airport and construction of the toll motorway in Saint Petersburg, Russia.°
