Nicole León

Nicole León advises energy, oil and gas, and industrial clients on complex environmental and natural resources matters, with a particular focus on Clean Air Act compliance, permitting, and enforcement defense. She advises clients navigating Title V permitting obligations, evolving air quality regulations, and state rulemakings, bringing a combination of regulatory knowledge and practical strategy shaped by prior work in government and multidisciplinary stakeholder environments.

Nicole supports enforcement defense strategy from internal investigation through settlement negotiation with state and federal regulators. She drafts Title V permit comments and responses to petitions to object, developing administrative records and preserving issues for judicial review. She also represents clients in state rulemaking proceedings, preparing regulatory strategy, formal comments, and expert witnesses for agency hearings.

Before entering private practice, Nicole spent several years at the Denver District Attorney’s Office, where she directed a multidisciplinary council of criminal justice, medical, and community stakeholders and later served as a victim advocate. That experience honed her ability to manage complex multiparty coordination, navigate regulatory frameworks, and communicate effectively across institutions. She also holds a Master of Arts in Peacebuilding and Conflict Transformation, which informs her approach to negotiation and stakeholder engagement.
