She is particularly focused on advising health care companies, private equity-backed platforms, and emerging businesses operating in dynamic and evolving regulatory frameworks.Magaly also advises clients on the regulatory and policy aspects of healthcare mergers, acquisitions, and strategic transactions, including diligence, structuring considerations, and post-transaction regulatory strategy—particularly in health care services, behavioral health, and emerging care delivery models.In her government affairs practice, Magaly represents clients in legislative and regulatory advocacy, advising on proposed legislation, stakeholder engagement, policy strategy, and advocacy strategies to amend or defeat proposed legislation.

  • Counseled private equity fund in its acquisition of multi-state provider practices. 
  • Represented pharmacy, wholesalers, and manufacturers before the California Board of Pharmacy, including change of ownership filings.
  • Represented company in controlled substance chemical compliance issues before the California Department of Justice.
  • Counseled clients on DMHC related risk sharing compliance strategy and managed care contracting.
  • Counseled company with its GLP-1 business model in California, including provider and managed care contracting.
  • Represented behavioral health organizations in its advocacy for hundreds of millions of dollars under the Behavioral Health Services Act, Innovation Partnership Fund, Department of Public Health Prevention funding.
  • Represented health care provider with facility licensing compliance under the Community Care Facilities Act.
  • Advised managed care plans on Knox Keene Act compliance and licensure strategy.
  • Revise professional service agreements, management services agreements and other operational health are contracts for compliance with Stark Law, Anti-Kickback Statute as well as licensing and corporate practice of medicine requirements.
  • Represented behavioral health organization in securing funding from the Children Youth and Behavioral Health Initiative.
  • Represented auto manufacturer in its policy advocacy portfolio inclusive of ZEV incentives, charging infrastructure and industry business items before the Administration, Legislature, and regulators.
  • Represented charter management organization in its mental health services legislation, including k-12 legislation and budget interests.
