Kevin Greenberg focuses his practice on administrative law, government-related matters, political law, real estate development, and regulated companies and entities. A former government lawyer, Kevin counsels private and publicly-owned companies on state and local regulatory, legal, and policy matters with a focus on the clients’ strategic legal objectives.

Kevin also regularly works with a wide range of clients on their compliance matters, including a range of cities, counties, elected officials, candidates, lobbyists, independent expenditure committees, and government contractors. Kevin led the Pennsylvania legal efforts in the 2020 Presidential election, including major wins at both the United States and Pennsylvania Supreme Courts. He has deep relationships across Pennsylvania and in Washington, D.C. and has served on transition committees for state and local officials, including Pennsylvania Governor Tom Wolf. Kevin has represented a wide range of Pennsylvania and national public officials, including Presidents Biden and Obama, Governor Wolf, members of Congress, and a significant portion of both houses of the Pennsylvania General Assembly.

With more than two decades of experience as a transactional lawyer, Kevin also regularly counsels businesses in corporate and real estate transactions and serves as outside general counsel for several clients. In real estate, he has been involved in brownfields, urban expansion, tax credit projects, and has represented a wide range of market participants from tenants and small developers to some of the nation’s largest property owners and housing authorities. Kevin’s transactions often, but not exclusively, involve technology/intellectual property, where he started practicing in the 1990s.
