When a Pennsylvania appeals court cleared the way for natural gas leases on public lands to bolster the state's general fund, it took some of the punch out of a landmark 2013 state Supreme Court ruling that elevated the status of the long-dormant Environmental Rights Amendment, experts said.

“That ruling may now have no more impact than a well-publicized bar review article,” said David Mandelbaum, the co-chair of the environmental practice at Greenberg Traurig LLP.
