Catherine E. Galea (David) is a shareholder in Greenberg Traurig's Health Care & FDA Practice in the Philadelphia office. Her clients range from large health systems and national employers to founders and emerging companies developing innovative health care and health technology solutions. Cate frequently serves as outside regulatory and privacy counsel to startups, advising on compliance strategy, contracting, and operational issues from formation through growth and investment stages.

Her practice focuses on the laws governing health information and the delivery of health care services, including HIPAA, 42 C.F.R. Part 2, information blocking and interoperability requirements, state privacy laws, and emerging issues involving artificial intelligence and digital health.

Cate counsels clients on a broad range of health care regulatory, compliance, operational, and enforcement matters. She regularly develops and implements HIPAA compliance programs, advises on the use and disclosure of regulated data, negotiates data-sharing and business associate agreements, and guides organizations through privacy and security incidents, government investigations, and regulatory inquiries. She also advises employers on privacy, security, and compliance issues affecting employer-sponsored health plans, counseling clients in industries including retail, automotive, manufacturing, and technology regarding HIPAA compliance, health plan administration, and the handling of employee health information.

Cate advises clients in buy-side and sell-side health care transactions, including mergers and acquisitions, platform investments, physician practice transactions, management services organization (MSO) arrangements, and other strategic affiliations. She leads health care regulatory and privacy due diligence efforts, assesses compliance and operational risks, negotiates transaction-related regulatory provisions, and provides strategic guidance on mitigating risks identified throughout the deal process. Her experience spans transactions involving providers, digital health companies, health information businesses, and other health care industry participants.

Cate is also an adjunct professor at Drexel University Thomas R. Kline School of Law, where she teaches a course on health care law and regulatory compliance.
