Olivia Bellini is a member of the Government Contracts Practice in Greenberg Traurig's Northern Virginia office. She litigates pre-award and post-award bid protests before the Government Accountability Office (GAO) and the U.S. Court of Federal Claims, as well as size and status protests before the Small Business Administration’s (SBA) Office of Hearings and Appeals (OHA). Olivia represents both protesters and intervenors in connection with a wide range of procurements across defense and civilian agencies. Her experience involves challenges to an agency’s evaluation, source selection decisions, and terms of solicitations, encompassing her understanding of the Federal Acquisition Regulation (FAR), the Code of Federal Regulations (CFR), as well as the statutory framework governing federal procurement. With respect to the SBA OHA, Olivia handles protests involving socioeconomic programs such as the 8(a) Business Development Program, Service-Disabled Veteran-Owned Small Business (SDVOSB), and Women-Owned Small Business (WOSB) programs. Olivia also represents clients in contract disputes against federal agencies.
In the context of mergers and acquisitions (M&A), Olivia conducts due diligence and evaluates a transacting party’s requirements based on their federal government contract obligations under the FAR, the CFR, and the Department of Defense’s (DoD) Cybersecurity Maturity Model Certification (CMMC) program.
