Deborah Rotenberg advises health care providers on Medicaid, Medicare, facility licensure, scope of practice, and provider-side billing and reimbursement issues, drawing on more than 20 years of deep engagement with the regulatory frameworks that govern health care delivery in California. Her clients include clinics, hospitals, pharmacies, individual providers, durable medical equipment suppliers, and clinical laboratories. She often embeds herself in her clients’ operations to provide ongoing guidance on day-to-day compliance and reimbursement matters.

Deborah regularly provides legal opinions and strategic counsel on enrollment and licensure, record retention, billing audits and investigations, public program participation standards, payor disputes, patient privacy, pharmaceutical regulation, and clinical operations. Her work helps health care organizations navigate complex, shifting regulatory requirements while working to maintain continuity in their clinical and financial operations.

Deborah also brings policy and legislative advocacy experience to her practice, advising both private organizations and public policymakers on legislative and administrative proposals related to health care. She has a particular focus on legal matters pertaining to reproductive health care, including those relating to abortion care and comprehensive family planning services. She advises providers on how to compliantly integrate abortion and transgender services into their organizations, and is a board member for the California Abortion Alliance.

A frequent speaker and author on health care regulatory topics, Deborah has presented at multiple California Primary Care Association conferences on subjects ranging from reproductive health care access and patient confidentiality to licensure and enrollment pitfalls affecting billing. She is a contributing co-author of the Federally Qualified Health Centers chapter in the California Physicians Legal Handbook, published by the California Medical Association in 2025.

  • Successfully challenged numerous regulatory rules governing clinic licensure as underground regulations, and secured a court order mandating DHCS to promulgate regulation to administer the Family PACT program in accordance with state law.°
  • Represented numerous FQHCs on self-investigation outcomes that raised potential violations of state and federal laws.°
  • Represented multiple FQHC organizations in both informal and formal administrative hearings before the DHCS Office of Administrative Hearings and Appeals to appeal reconciliation, rate setting, and other adverse audit findings.°
  • Represented an FQHC in a defense of False Claims Act litigation.°
  • Represented numerous primary care clinic organizations related to a complex reimbursement dispute against DHCS.°
  • Represented a medical professional corporation in litigation and settlement regarding a commercial lease dispute.°
  • Represented numerous health care providers reporting potential HIPAA and CMIA violations.°
  • Represented FQHC look-alike in settlement negotiations with vendor providing billing, credentialing, and electronic health record services.°
