Stella Bae is a global energy and project finance lawyer, focusing on a range of sectors including power and renewables, oil and gas, mining and infrastructure. Stella regularly acts for government agencies, development financial institutions (DFIs), export credit agencies (ECAs) and commercial banks as well as international sponsors, in connection with acquiring, developing and/or financing a wide range of international projects across the energy and infrastructure sectors.

She has previously practiced in Washington, D.C., Seoul, Dubai, and Perth, including spending a year as a secondee with the International Finance Corporation and is admitted to practice in New York and Washington, D.C., as well as New South Wales and Western Australia. She has been recognized as an "Up and Coming: Projects & Infrastructure: International | Asia Pacific (South Korea)" by Chambers and Partners

  • Advised The Export-Import Bank of Korea (K-EXIM), Standard Chartered Bank and Riyad Bank on Korea Electric Power Corporation's (KEPCO) development and financing of the 270MW Jafurah Cogeneration Project and its expansion in Saudi Arabia.°
  • Advised the lenders, including KEXIM, on GS Inima’s development and financing of the Barka V Desalination Plant in Oman, including a direct and covered KEXIM facility.°
  • Advised the lenders, including KEXIM, on GS Inima’s development and financing of the Ghubrah III Desalination Plant in Oman.°
  • Advised Korean consortium (including Korea Expressway Corp., Korea Overseas Infrastructure & Urban Development Corp. (KIND), KDB Asset Management (KIAMCO) and Samsung C&T) on a US$1.6b project financing of the Nakkas-Basaksehir Highway project in Istanbul, Turkey.°
  • The lenders, including FMO, DEG and OPEC Fund, in connection with the financing and subsequent restructuring of the project financing of the 82MW Lower Solu run-of-the-river hydropower project in Nepal (ongoing as of 2024).°
  • Advised ADB, IFC, KEXiM, K-Sure, KDB, FMO, Proparco, OPEC Fund, AIIB and BII, in relation to the Upper Trishuli-1 216MW hydro power project in Nepal.°
  • Advised the lenders in relation to a 2x330MW coal fired power Project and 3.8 Mt/a coal mining Project in Pakistan.°
  • Advised a US corporation on a credit facility for expansion of its existing midstream platform, focused on water infrastructure, including water sourcing, transportation, and storage in the Permian Basin of the US.°
  • Advised the Department of Transportation through a Railroad Rehabilitation & Improvement Financing (RRIF) loan, on the Dallas Area Rapid Transit (“DART”) Cotton Belt Project in Texas, USA.°
  • Advised IFC and KfW IPEX-Bank in connection with the US$454m financing of the development, construction and operation of an integrated liquefied natural gas to power (LNG-to-power) facility, consisting of an integrated 1.3 GW combined cycle gas turbine (CCGT) based-fired power plant, an LNG import marine terminal, a transmission line, and the expansion of an existing substation in Porto de Açu, in the State of Rio de Janeiro, Brazil.°
  • Advised DFC, Sumitomo Mitsui Banking Corporation (SMBC), Nippon Export and Investment Insurance (NEXI) on the financing of the development of the 52MWp Al Manakher Solar photovoltaic power plant facility in Amman, Jordan.°
  • Advised the lenders and note purchasers in connection with the acquisition financing by Longwood Energy Partners in Mayflower Energy Holdings, LLC, owner of the Medical Area Total Energy Plant (MATEP), a cogeneration plant and total energy facility that serves the Longwood Medical and Academic Area (LMA) of Boston, MA.°
  • Advised mandated lead arrangers on the US$520m Islamic refinancing of Al-Waha Petrochemical Company’s polypropylene project located in Al-Jubail Industrial City in Saudi Arabia.°
  • Advised Sundance Resources Limited with respect to the proposed US$5bn Mbalam/Nabeba Iron Ore Project, including rail and port infrastructure.°
  • Advised initial purchasers on the issuance by AES Panama Generation Holdings of US$1.38 billion of senior secured notes and also advised the senior lenders and administrative agent on the financing of a US$105m term loan facility and US$50m liquidity facility by AES Panama Generation Holdings.°
  • Advised MUFG Union Bank and Zions Bancorporation as lenders, and MUFG as administrative agent on the US$75m term loan financing by Hotspur SPV LLC to fund the payment of purchase price of the acquisition and for other general corporate purposes.°
  • Advised Note purchasers on a private placement by Chicago Parking Meters (CPM) of its US$300m financing, comprising US$270m of senior secured notes and a US$30m senior secured term loan financing, with Korean Development Bank as administrative agent and lender.°
  • Advised GE Energy Financial Services on its sale of the $1bn portfolio of energy assets to Apollo Global Management.°
  • Advised Unique Meghnaghat Power Limited on the development and financing of a 584 MW gas fired combined cycle power plant in Bangladesh.°
  • Advised the lenders including ING Bank N.V., Singapore Branch, Societe Generale, Singapore Branch, Bank of China Limited, Singapore Branch, DBS Bank Ltd., Sumitomo Mitsui Banking Corporation Singapore Branch, Mizuho Bank Ltd on the development and financing of a Bhola-2 220MW dule fuel (gas/HSD) combined cycle complex (on a BOO basis under the Bangladesh IPP program, in Bhola District, Bangladesh).°
  • Advised the lenders including K-Sure in connection with the financing of the US$545m 200KW Kalsel coal-fired IPP project in Indonesia.°
  • Advised the Sponsors (including Sumitomo Corporation, Engie SA, International Power S.A. (Dubai Branch) and Taqa UAE Generation Holding Company LLC) on the rehabilitation, development and financing of certain upgrades to and recommissioning of the S1 existing power plant.°
