John DeTore focuses his practice on representing large energy companies before regulatory agencies and courts throughout New England and New York. His representations include more than 20 major energy projects involving billions of dollars in Massachusetts, Connecticut, and New York, including 11 cases before the Massachusetts Supreme Judicial Court.

Capabilities

Experience

  • Represented the first three power plant projects to be permitted by the Massachusetts Energy Facilities Siting Board (EFSB) and the first merchant power plant to be licensed in Massachusetts. Based on these matters, the EFSB modified their standards to meet the needs of these types of facilities.°
  • Represented an emergency generation facility in receiving all necessary approvals in time to be in service to help prevent severe blackouts in southeastern Connecticut.°
  • Served as counsel to a large, well-known higher education institution in the Boston area in connection with various energy issues including defense against imposition by the Massachusetts Department of Public Utilities of an onerous fee relating to a new general facility.°
  • Obtained all regulatory approvals for the three most recent large power plants in Massachusetts.°
  • Represented competitive suppliers in both formal proceedings and informal settlement processes.°
