Clark Stockton Lord represents governmental entities, special districts, and private developers in matters involving public finance, economic development, and infrastructure. His practice spans both the public and private sectors, and draws on prior experience in a municipal city attorney’s office where he managed economic development, special finance, and land use matters.
Clark serves as bond counsel and general counsel for redevelopment authorities, management districts, municipal utility districts, and improvement districts across the Houston area. He handles bond issuances, day-to-day governance matters, and board representation. He also counsels clients on public and private partnership agreements for the funding of public infrastructure, including streetscape improvements, parking facilities, and related development projects.
On the private side, Clark represents developers and businesses navigating governmental regulations tied to land development and economic development transactions. He has created economic development programs for a variety of governmental units and has formed special districts through legislative and regulatory processes. He also drafts and lobbies for legislation on behalf of special district and economic development clients, and regularly serves on legislative working groups and committees in this area.
Clark is a frequent lecturer on economic development, special districts, and real estate development at industry conferences and educational forums. He serves as a board director for several civic and nonprofit organizations in Houston.
