The U.S. Copyright Office has historically enforced a non-statutory “human authorship” requirement as a prerequisite to copyright ownership. With the rise of valuable content generated by both simple chatbots and advanced AI machines, the U.S. Copyright Office’s policy is under pressure from both Congress and content creators.
