As a former senior New York regulator with more than 20 years of experience at the New York Department of Financial Services (DFS), Eileen brings a practical understanding of regulatory decision-making and enforcement priorities. Clients rely on her to develop effective compliance strategies, help manage regulatory risk, navigate sensitive interactions with DFS and other regulators, and guide clients through investigations, examinations, enforcement actions, and other significant regulatory challenges.

Eileen advises health, life, and property and casualty insurers, managed care organizations (MCOs), pharmacy benefit managers (PBMs), producers, and other regulated entities on complex compliance, licensing, product, operational, enforcement, and transactional matters. She helps clients navigate evolving regulatory requirements and develop practical strategies to challenging regulatory and business issues. Her work regularly involves direct engagement with DFS and other state and federal regulators.

Eileen counsels clients on multistate and national regulatory issues at the intersection of state insurance regulation and federal law, including the Affordable Care Act (ACA), the Employee Retirement Income Security Act of 1974 (ERISA), mental health parity requirements, and other complex compliance frameworks affecting insurers and health care entities. She has experience providing compliance advice to insurers and nonprofit health plans operating in commercial markets as well as in government programs including, but not limited to, Medicare and Medicaid.

In addition to her regulatory counseling practice, Eileen represents leading insurance industry trade associations on legislative, regulatory, and policy matters. Working closely with Greenberg Traurig's government affairs team, she helps clients anticipate and respond to emerging regulatory developments, industry trends, and policy priorities affecting insurance markets.

Eileen also played a leadership role in the implementation of the ACA in New York, advising DFS, the New York State Department of Health, and other state and federal stakeholders on regulatory coordination and compliance.

  • Advises on product development and administration, including utilization review, medical necessity determinations, and claims adjudication requirements under New York law, with application to multi-state product offerings.
  • Represents health insurers in complex compliance initiatives and regulatory submissions, including mental health parity testing and large-scale filings, and advises on associated regulatory expectations, examination risk, and enforcement considerations.
  • Represents leading insurance and health care industry trade associations in regulatory and legislative advocacy, working closely with policymakers and advising members on the development and implementation of new laws, regulations, and guidance.
  • Counsels clients on evolving regulatory requirements, including DFS cybersecurity obligations and other emerging state regulatory frameworks, and assists with implementation and compliance strategy.
