Hugo focuses his practice mainly on regulatory law and administrative litigation, with particular experience in the sectors of energy, antitrust, finance, infrastructure, taxes, telecommunications, consumer protection, and public policy. He is also experienced in arbitration, mediation, negotiation, and dispute boards proceedings related with the aforementioned areas. Hugo has been named "Future Star" by Benchmark Litigation and listed by The Legal 500 in the Mexico Dispute Resolution practice.

  • Advised a major technology company in consumer protection proceedings before the Federal Office for Consumer Protection and represented it in a groundbreaking collective action.
  • Advised and represented several financial institutions in proceedings before the National Banking and Securities Commission, reversing and avoiding the application of sanctions.
  • Represented several energy companies in the challenge of changes in the applicable regulation that jeopardized their projects, specifically electric power producers, marketers and suppliers, as well as marketers and importers of oil products, being one of the leading litigators in the Country for these matters.
  • Represented, as a member of a team, a major company in the energy sector in Mexico, in several amparo proceedings before the Regulatory Commission of Energy (CRE).
  • Advised investors and developers of natural gas pipelines for multinational projects to be implemented under the new contractual framework deriving from the energy reform.
  • Implemented legal strategies to comply with applicable regulation in energy matters, specifically in connection with interconnection agreements before the National Center for Energy Control (CENACE), and procurement/amendment of permits before CRE.
  • Represented, as a member of a team, a major pharmaceutical company in an investigation of monopolistic practices before the Federal Competence Commission (COFECE), and in an amparo trial.
  • Represented, as a member of a team, the biggest airport company in Mexico in different amparo trials connected with an investigation for monopolistic practices before COFECE.
  • Represented, as a member of a team, one of the biggest companies worldwide in the energy sector in an administrative proceeding before the Tax Administration Service (SAT) for the refund of taxes paid from intangible assets in cross-border transactions, this case was the biggest refund of all time for SAT.
  • Represented a major toy company in an alternative method of dispute resolution before the Taxpayers Defense Office (PRODECON), for the cancellation of amounts due to SAT.
  • Participated, as a member of a team, as mediator between the Federal Government and Mexican gas pipelines owners to renegotiate NG transportation contracts.
  • Represented, as part of a team, a Spanish engineering and technology company with a presence in 34 countries, including Mexico, in construction arbitration proceedings to accomplish the recognition and payment of executed construction work.
  • Represented a major national construction company in a conciliation proceeding before the Mexican Interior Affairs Ministry in connection with a dispute regarding the construction of a highway.
  • Represented, as a member of a team, one of the largest mobile network providers in the world with operations in Europe, Asia, North America and South America in several amparo trials, administrative, and regulatory proceedings.
