Madeline is an associate in the Sacramento office and concentrates her practice on consumer products compliance, environmental, trade, and supply chain issues.

Madeline's focus areas include regulatory compliance for consumer products, food, beverage, and cosmetics; manufacturing, distribution and supply chain compliance for consumer packaged goods companies, including Extended Producer Responsibility (EPR) laws and trade dynamics; greenwashing and sustainability labeling concerns; chemicals management, compliance and enforcement, including PFAS substances. Her experience includes:

  • Manufacturing, distribution and supply chain compliance: U.S. EPR requirements; import and Customs compliance; supply chain due diligence and compliance with California's Transparency in Supply Chains Act and the Uyghur Forced Labor Prevention Act; supplier codes of conduct, policies and procedures and other risk issues relating to manufacture and supply of goods.
  • Chemical regulation: compliance and enforcement with state-level and federal PFAS products prohibitions, reporting, and labeling requirements; green chemistry laws in California and Washington; California’s Safer Consumer Products Regulations; Washington’s Safer Products Program.
  • Sustainability requirements: compliance with California's climate disclosure legislation, SB 261 and SB 253; California’s SB 343, Truth in Recycling Act; beverage container redemption laws; compostable labeling.
  • Consumer products, food, beverage, and cosmetics: compliance initiatives for retailers, distributors, brands, and manufacturers under Food, Drug and Cosmetic Act; Federal Trade Commission Act; FTC Green Guides; and Made in the USA claims.

  • Assisted in long term compliance measures for packaging EPR laws, including analysis of in scope packaging, responsible parties, and reporting and fee obligations.
  • Analyzed compliance under various state PFAS schemes for textiles, cookware, children’s products, and personal care products.
  • Defended manufacturers and retailers in compostable and biodegradable claims under the FTC Green Guides and California law.
  • Performed long term monitoring on California and federal regulatory developments in textile, leather, and jewelry compliance.
  • Drafted internal compliance policies regarding forced labor, restricted substances, supply chain compliance and economic sanctions compliance.
  • Defended retailer and manufacturer clients in the food, beverage, personal care, and consumer products space against Prop 65 cases.
  • Counseled clients on Federal Trade Commission labeling requirements for various consumer products, including under the FTC Green Guides and Made in USA claims.
  • Advised clients on changing California environmental and consumer product laws, including SB 1383 recycling of organic materials, AB 100 lead restrictions in endpoint drinking water devices, and AB 1817 preventing PFAs in certain textile articles.
  • Represented clients in front of the California Public Utilities Commission in a quasi-legislative and rate-setting actions.
  • Performed multiple tariff classifications under the Harmonized Tariff Schedule on textile products imported to the United States.
  • Represented importers of apparel products in First Sale Declarations for customs valuation of U.S. imports.
  • Assisted in numerous regulatory license applications and approvals under the U.S. Department of Treasury’s Office of Foreign Assets Control and the U.S. Department of Commerce Bureau of Industry and Security.
