Jeffery M. Chiow Leads 4-Part Series on Bid Protests with Public Contracting Institute

WASHINGTON, D.C.– June 21, 2022 – Global law firm Greenberg Traurig, LLP Shareholder Jeffery M. Chiow will lead a comprehensive four-part webinar series, titled “Bid Protests from All Angles,” that will provide a wide-ranging overview of the many considerations that go into defending or challenging the award of a government contract. Shareholder Jennifer S. Zucker and Associate Christopher O’Brien will also participate as co-presenters within the series.

The free series is hosted by the Public Contracting Institute, which notes that Chiow is “among the most active bid protest attorneys at GAO and the Court of Federal Claims over the last decade.”

The webinar takes place on consecutive Thursdays beginning June 23 from noon-1:30 p.m. and will be broken down as follows:

  • Part 1: Pre-Award Protests: Challenging the “Ground Rules” of a Procurement

Topics include: identifying problems; shaping the procurement; agency, U.S. Government Accountability Office (GAO) or Court of Federal Claims (CoFC); filing deadlines and tactics; and customer relations.

  • Part 2: Post-Award Protests: Making an Informed Protest Decision (co-presented with Zucker)

Topics include: gathering information; maximizing the debrief opportunity; assessing common protest problems; preserving protest options – Agency, GAO or CoFC; making the protest decision; and quasi-protests.

  • Part 3: Corrective Action in Bid Protests: What do we do now? (co-presented with O’Brien)

Topics include: why agencies take corrective action; challenging the decision to take corrective action; challenging the scope of corrective action; vigilance to preserve protest grounds; and timeliness traps.

  • Part 4: Can I protest OTAs, BAAs, CRADAs, etc.?: What about that state or local contract award? Time to get creative!

Topics include: other transaction agreements (OTAs); space act agreements; national park service prospectus awards; broad agency announcements; grants and cooperative agreements; and state & local procurements.

Chiow represents clients in litigation and government investigations related to government contracts and has handled hundreds of federal and state bid protests, many with hundreds of millions of dollars at stake. He has deep experience in the aerospace and defense sectors, as well as cybersecurity, technology services contracting, and schedule contracting. Chiow also helps government contractors to develop tailored strategies for addressing complex business, legal, and regulatory issues. In particular, he has wide-ranging experience in the constantly evolving area of cybersecurity, including compliance with the Department of Defense’s cyber and supply chain requirements and the Cybersecurity Maturity Model Certification initiative and related investigations and disclosures.
