Jacob Capistran advises clients on government relations, legislative strategy, and regulatory matters. He works with businesses navigating complex interactions with government agencies, particularly in areas of tax policy, municipal finance, and regulatory compliance. Jacob brings firsthand knowledge of government operations from his experience in New York City government, where he has worked directly with city agencies, elected officials, and policymakers on legislative initiatives and policy implementation.
Jacob previously served as deputy chief of staff at the New York City Department of Finance, where he oversaw the agency’s external affairs regarding legislative and policy initiatives, property tax reform, and enforcement matters. In this role, he established strategic government partnerships and managed relationships with stakeholders across city and state government. His work involved facilitating communications between the agency and external parties on matters affecting city revenues and taxpayer services.
Prior to that, Jacob held several roles in New York City government that inform his advisory work. As director of intergovernmental affairs at the Department of Finance and as a senior legislative representative in the Mayor’s Office, he managed legislative priorities, developed budget strategies, and negotiated legislation with city council members and staff. He has prepared city officials for oversight hearings and managed communications between city agencies and the New York City Council. His experience includes drafting policy briefs, developing legislative and regulatory recommendations, and building coalitions among diverse stakeholder groups.
Jacob’s background in political campaigns and government transitions provides him with insight into how policy decisions are made and implemented. He has managed field operations, developed voter outreach strategies, and coordinated with elected officials and community leaders on policy initiatives at the city, state, and federal levels.
