Tomasz Korczyński is the head of the Warsaw Infrastructure and Government Contracts Practice. He focuses on advising private and public entities, and financial institutions on the implementation of infrastructure projects, including public procurement projects, public-private partnership (PPP) projects and construction works concessions. He has advised clients on a number of significant and ground-breaking infrastructure projects in the fields of regeneration, energy efficiency, health care, transport, water and waste water, education, public buildings and social housing.

Tomasz is serving his 4th term as a Member of the District Bar Council in Warsaw. He is a member of the Council of the International Project Finance Association (IPFA) in Poland. He served as an expert for the Parliamentary Commission “Przyjazne Państwo” (eng. Friendly Government), which was responsible for amending the PPP Act. He has authored and co-authored numerous publications on PPP-related issues, public work concessions and other forms of public-private investment. He is a frequent speaker at conferences and courses on PPP both in Poland and abroad, and is a lecturer at the Warsaw School of Economics. Tomasz has also been a lecturer at the Warsaw Bar Association for many years.

  • Advised Bank Gospodarstwa Krajowego in connection with the financing of a PPP project for the construction of a district court building in Nowy Sącz.˚
  • Advised Bank Gospodarstwa Krajowego in connection with the financing of a project for the construction and equipping of the Żywiec District Hospital (Poland), the first hospital in Poland developed in the public-private partnership formula (PPP) (value of the transaction amounted to PLN 140 million).˚
  • Advised, as an expert of the Ministry of Development Funds and Regional Policy, in connection with on a project implemented by the City of Warsaw for the construction of highly energy-efficient public kindergartens under the PPP formula.˚
  • Advised Municipality of Dąbrowa Górnicza in connection with a legal analysis conducted as part of the assessment of the effectiveness of the PPP project entitled “The Living Factory - the new center of Dąbrowa Górnicza”.˚
  • Advised the City of Łódź in connection with a study and analysis of the state of development of its New Center of Łódź Program, including preparation of analyses and assessments of the Program in terms of feasibility and threats to implementation.˚
  • Advised a private investor in connection with the implementation of a prestigious project in the PPP formula, concerning an investment entitled “New Emilia - an exhibition space and an urban orangery”.˚
  • Advised a private investor in the process of selecting a private partner for the PPP project entitled “Development of the city center area of Rumia and the construction of a new City Hall in the PPP model”.˚
  • Advised INNEKO in connection with the preparation of analysis related to the construction of a photovoltaic plant PPP formula.˚
  • Advised UNIBEP in connection with the first PPP project in the Polish municipal housing sector.°
  • Advised a private investor in connection with a PPP project concerning the construction of the External Port in Gdynia.˚
  • Advised the municipality of Marki in connection with a PPP project for the construction and maintenance of municipal roads.˚
