Shao Wei Tan advises on M&A, joint venture, project development and project finance transactions in the energy and infrastructure sectors, with a particular focus on energy transition. His practice encompasses transactions in Asia, the Middle East, and Africa across a wide spectrum of deal values, from a US$20 million series funding to a multibillion-dollar project financing, through the full deal cycle from term sheet to closing. Throughout his career, he has represented many energy companies, investors, sponsors, and lenders (including commercial banks and development finance institutions).
Shao Wei has worked on numerous renewable energy projects, including wind, solar, and geothermal power initiatives. His practice also extends to utilities projects, including desalination and wastewater treatment facilities. He has experience with conventional power generation as well, such as combined-cycle gas turbine (CCGT) power plants and floating storage regasification units (FSRU).
Shao Wei is currently working on several other renewable projects in development and advising bidders on equity processes.

- Represented AC Energy in relation to its joint venture interests in the Dai Phong and Hong Phong Wind Projects in Vietnam.°
- Represented ACEN on its joint venture with ib vogt to establish a platform for the financing, construction, and operation of large-scale solar power plants across Asia.°
- Represented InterContinental Energy, the leading dedicated green fuels company, on its US$115 million Series B capital raise, involving an increase by GIC of its existing investment and a new investment from Hy24.°
- Represented an anchor investor in relation to its investment into Pertamina’s geothermal business in Indonesia as part of the IPO of that business.°
- Represented a confidential power company on the acquisition of interests in a solar power project in Africa.°
- Represented a multinational energy and commodities company in relation to its potential structuring, establishment, and funding of a significant joint venture for the sale and supply of fuel and development of fuel stations in Asia.°
- Represented a confidential bidder in connection with a bid for an offshore wind project in Asia.°
- Represented a Swiss company on its rights/obligations as part of an unincorporated consortium under a power purchase agreement, and in its own capacity as party to a share purchase agreement and a shareholders’ agreement.°
- Represented IFC on its proposed divestment of a minority stake in a Pakistan wind farm in Southern Sindh, Pakistan.°
- Represented IFC on its investment in Alliance Healthcare, a leading health care group in Peshawar, Pakistan, which currently operates a 320-bed flagship tertiary hospital, a medical college, and an institute of health sciences.°
- Represented a company providing fintech solutions in Indonesia on its Series B capital raise.°
- Represented a minority shareholder in relation to the sale of its stake in a NASDAQ-listed company.°
- Represented an established real estate fund in navigating the complexities of its relationship with a joint venture partner.°
- Represented the lender group comprised of First Abu Dhabi Bank, Emirates NBD, Riyad Bank, Saudi National Bank, and Alinma Bank in relation to the development and financing of the US$1.5 billion AMAALA multiutilities megaproject in Saudi Arabia, sponsored by a consortium led by EDF Group and Masdar, alongside their partners Korea East-West Power Co. (EWP) and SUEZ. The project consists of a fully optimized and decarbonized off-grid renewable energy system, a battery energy storage system, plus a 37 MLD desalination plant and wastewater treatment plant.°
- Represented a confidential financial institution in relation to the project financing of the Greater Changhua 4 offshore wind farm.°
- Represented IFC, DFC, and domestic commercial banks in the financing of the 50 MW TGL wind farm in Southern Sindh, Pakistan.°
- Represented ADB, IFC, and DEG on the financing of 3 x 50MW Triconboston wind farms developed by a single SPV using an innovative financing structure. This was the first IPP to use this financing structure.°
- Represented ADB and DBS on the financing of the TBS Integrated Electric Motorcycles Ecosystem Project to promote sustainable transportation in Indonesia by increasing the supply of electric motorcycles and battery swapping stations.°
- Represented a renewable energy company on its proposed pan-Asian solar PV and battery storage investment platform.°
- Represented a power company and its Sponsors, including two Japanese trading houses and conglomerates and an Indonesian state-owned oil and gas company, on the mezzanine financing for an Indonesian power generation company.°
- Represented the lenders in connection with ACWA Power and Mitsui & Co.’s development and financing of the Ibri and Sohar 3 IPPs in Oman.°
- Represented the lenders in connection with the development, financing, construction, and ownership of a 2000 MW combined-cycle gas-fired power plant in Mesaieed Industrial City, Qatar.°
- Represented the lenders in connection with KEPCO and JENWA’s bid to develop and finance a 470MW cogeneration independent steam and power plant catering to the Amiral petrochemicals project in Jubail, Saudi Arabia.°
- Represented the lenders in relation to KEPCO’s bid to develop and finance the Jafurah Cogeneration Project in Saudi Arabia.°
- Represented the consortium of Marubeni, Sojitz and Pertamina on the development and financing of the Jawa-1 LNG to power project in Indonesia, including the EPC contract and the shipbuilding contract for the FSRU.°
- Represented a syndicate of multiple lenders (led by K-EXIM) in relation to the SOFR-based financing of two independent power plant developments in Saudi Arabia.°
